The Quality Blue Physical & Occupational Therapy Program (Quality Blue PT/OT) helps physical and occupational therapists identify best practices and promote high-value healthcare for patients, being paid on an enhanced fee schedule for doing so.

Blue Cross worked with therapists around the state to develop Quality Blue PT/OT, examining how to effectively boost patients’ health outcomes and satisfaction with their therapy experiences.

The program uses the Focus On Therapeutic Outcomes, or FOTO, tool to measure an enrolled therapy practice’s outcomes and benchmark these results against national outcomes.
PTPN launches national rehabilitation outcomes program

Therapy network selects FOTO system to track patient progress.

PTPN, the country's first and largest network of independent rehabilitation therapists in private practice, has announced plans to launch an unprecedented national outcomes program in 2007.

The initiative will allow PTPN, its providers and its payers alike to track and quantify the success of treatment offered by PTPN therapists. The results will be used to demonstrate that PTPN's industry-leading Credentialing and Quality Assurance Programs ensure that PTPN providers give both effective and efficient treatment.
The purpose of this project was to implement a pay-for-performance (P4P) simulation, which would align financial incentives with the achievement of better clinical outcomes. The project was designed to demonstrate the feasibility of implementing a pay-for-performance process in outpatient physical and occupational therapy, provide information to Medicare concerning payment policy for outpatient physical and occupational therapy, and discuss implications for the development of an alternative payment method as required by Balanced Budget Act of 1997. The study does not indicate a direction, recommendation or endorsement of the P4P concept, but rather the project allowed exploration of a measurement tool and investigation of the feasibility of the use of the tool in the application of a P4P method.
